										<content:encoded><![CDATA[<p><strong>JAKARTA</strong>, <a href="https://bisnis.cilacap.info" aria-label="Bisnis Cilacap.info">CILACAP.INFO</a> &#8211; The ASEAN Conference on Combatting Plastic Pollution 2024 in Lao PDR highlighted ASEAN’s commitment to tackling the plastic waste crisis through regional collaboration.</p>
<p>The ASEAN Conference on Combatting Plastic Pollution (ACCPP) 2024, hosted this year in Lao PDR, underscored ASEAN’s increasing commitment to addressing the plastic waste crisis and advancing regional collaboration for sustainable plastic management solutions.  Key stakeholders from ASEAN Member States, the private sector, innovators, and civil society have come together to discuss regional strategies for addressing plastic pollution. The 2-day conference, hosted by the Ministry of Natural Resources and Environment (MONRE) of Lao PDR, in partnership with the Economic Research Institute for ASEAN and East Asia (ERIA) and the United Nations Development Programme (UNDP) Lao PDR, provided a platform to share knowledge, identify synergies for regional cooperation, and align policies for tackling plastic pollution.</p>
<p>Under the Lao PDR Chairmanship of ASEAN, two major milestones were achieved to combat this environmental issue:</p>
<p>The successful hosting of the 2nd edition of the ASEAN Conference on Combatting Plastic Pollution (ACCPP) 2024, which was attended by representatives of ASEAN member states, change makers, innovators and other stakeholders.The adoption of the ASEAN Declaration on Plastic Circularity</p>
<p>These landmark achievements aim to promote circular economy principles, and encourage sustainable plastic use, and reduction of waste across the region. In his opening remarks, H.E. Mr. Phouvong Luangxaysana, Vice-Minister of Natural Resources and Environment of Lao PDR, highlighted the significance of regional collaboration, stating, ‘ASEAN Member States are already committed [to reducing plastic pollution] through the Bangkok Declaration on Combating Marine Debris, the ASEAN Regional Action Plan for Combating Marine Debris, and earlier this month, during the 44th and 45th ASEAN Summits here in Vientiane, the ASEAN Member States adopted the ASEAN Declaration on Plastic Circularity..’ Mme. Martine Therer, Resident Representative of UNDP in Lao PDR, underlined that ‘Governments alone cannot solve plastic pollution. We truly need a “all-hands-on-deck” approach with every citizen, company, city, organization also playing their part. Plastic pollution is not just an environmental issue; it is a socio-economic and health crisis that affects every corner of our region.’</p>
<p>Key outcomes of the conference included strategic discussions on applying circular economy principles, expanding Extended Producer Responsibility (EPR) schemes, and promoting behavioral changes to reduce single-use plastics. These actions are expected to drive the growth of green industries, increase investment in sustainable infrastructure, and encourage a circular economy that minimizes plastic waste. A shift in consumption patterns and industry practices can reduce plastic pollution, creating lasting change within communities.</p>
<p>The conference was also briefed on the ongoing intergovernmental negotiations which aim to develop an internationally binding instrument on plastic pollution. Such efforts could strengthen global commitments and policies that prioritize sustainable materials. Participants also highlighted the importance of improving the working conditions of informal waste workers, who play a crucial role in recycling efforts across the region. Other highlights featured the introduction of the Global Plastic Action Partnership and a showcase of the UNDP-led Ending Plastic Pollution Innovation Challenge winners.</p>
<p>Tetsuya Watanabe, President of ERIA, reaffirmed ERIA’s dedication to supporting ASEAN Member States’ vision, stating, ‘ERIA remains steadfast in its commitment to contributing to ASEAN&#8217;s efforts in phasing out plastic pollution through collaborative and innovative solutions.’ He also expressed satisfaction with ERIA’s role in formulating the ASEAN Declaration on Plastic Circularity.</p>
<p>The successful conclusion of ACCPP 2024 marked another significant step in ASEAN’s journey toward a circular economy and a cleaner environment for all.

<p>Phase II of the &#8220;Breaking the Plastic Habit in ASEAN&#8221; project was successfully launched on 18 October 2024 at the ERIA office in Jakarta. The event was attended by more than 100 participants, both in person and online. This phase brings together an expanded network of partner organizations, countries, and project initiatives aimed at advancing sustainable plastic consumption across the region. A two-day capacity-building workshop was held on 16-17 October 2024, alongside the launch event, to partner organizations for project implementation from January to August 2025.</p>
<p>At the event, Mr Reo Kawamura, Director of the Regional Knowledge Centre for Marine Plastic Debris, emphasized, &#8220;The case studies will equip provide policymakers, businesses, and civil society with practical skills for behavior-focused projects. Combining Behavioural Insights with strong policies and cross-sector partnerships will drive the changes needed to reduce plastic waste and promote sustainability in ASEAN.&#8221;</p>
<p>Building on the achievements of the previous project, Phase II extends the project to six Southeast Asian countries, broadening the scope and diversity of initiatives. These new projects will be implemented by a wide range of organizations, originating from academic, governmental, business, and civil society background. The initiative also introduces a new measurement framework designed to evaluate the impact of &#8216;nudge&#8217; interventions, providing practical tool for policymakers and stakeholders.</p>
<p>Representatives from the Ministry of Environment and Forestry of Indonesia stated “Civil society movements promoting initiatives such as behavioural insights can support government efforts to manage waste sustainably. I hope the success of this project can be scaled up and implemented in other regions of Indonesia.” The expanded Phase II projects will use Behavioural Insights to complement existing policies, such as bans and taxes</p>
<p>As ASEAN grapples with the global challenge of plastic pollution, Phase II of the project reaffirms the collective commitment to fostering sustainable, long-term change. Through increased collaboration across sectors and regions, the project is set to contribute significantly to the shared vision of a cleaner and more sustainable ASEAN.</p>
<p>The project will be carried out by ERIA and the Institute for Global Environmental Strategies (IGES).

<p>The public event will convene leaders from government, academia, civil society, and international organizations to share best practices, key findings, and explore collaboration opportunities for sustainable reduction of plastic waste in ASEAN. The event will feature keynote addresses by environmental leaders and presentations from pilot teams representing six ASEAN countries. Discussions will focus on how Behavioural Insights can drive long-term changes in plastic consumption habits.</p>
<p>Phase I successfully tested innovative approaches to reduce plastic waste in ASEAN countries by `nudging` people not to use single-use plastics. Examples include no free plastic bags, no free plastic straws, separate garbage boxes with display of segregated items, and awareness raising campaigns In Phase II, the project will further explore how behavioural changes can complement existing policies, such as bans and taxes. A new measurement framework will also be introduced to evaluate the effectiveness of &#8216;the Behavioural Insights interventions. This phase will produce practical tools and case studies to guide policymakers, businesses, and civil society in implementing behaviour-centred solutions.</p>
<p>A capacity-building workshop on 16-17 October 2024 will prepare selected partner organizations to implement local projects from January to August 2025. The implementing partners for Phase II include:</p>

										<content:encoded><![CDATA[<p><strong>JAKARTA</strong>, <a href="https://bisnis.cilacap.info" aria-label="Bisnis Cilacap.info">CILACAP.INFO</a> &#8211; The Capacity Building Programme for Reducing Recycling-Related Marine Plastic Pollution in ASEAN Cities (CaRMPAC Project) will be officially launched on 16 August 2024 in Vientiane, Lao PDR.</p>
<p>This significant regional initiative is designed to address the pressing issue of marine plastic pollution through targeted capacity building and implementation strategies. In conjunction with the launch, the outcomes of Phase 1 of the project have been published, including the Situation Assessment Reports and Technical Guidelines for six key ASEAN cities, which aimed at preventing plastic and resin pellet leakage from recycling facilities.</p>

<h2>Publication of Situation Assessment and Technical Guidelines</h2>
<p>Phase 1 of the CaRMPAC Project focused on a comprehensive situation assessment and the development of technical guidelines, which aimed at preventing plastic and resin pellet leakage from recycling facilities. This phase covered six key ASEAN cities: Pattaya, Nonthaburi, Hanoi, Iloilo, Manila, and Vientiane. The situation assessment revealed critical factors contributing to plastic leakage. That resulted in the creation of technical guidelines and manuals tailored to each city to improve recycling process and practices to prevent plastic leakage across both formal and informal sectors. The outcomes of Phase 1, including the Situation Assessment Reports and Technical Guidelines, have been published and are available for free access here.</p>
<h2>Launching Phase 2: Capacity Building Programme</h2>
<p>Following the successful completion of Phase 1, Phase 2 of the CaRMPAC Project aims to expand its reach to additional cities and countries, including Phnom Penh, Ho Chi Minh City, Bandung, Davao City, and others. Over the next 24 months, this phase will address the capacity gaps identified in Phase 1, with a particular focus on informal plastic recyclers and relevant city government regulators. The objective is to promote responsible recycling practices and sustainable plastic management through enhanced training, increased awareness, and improved regulatory support.</p>
<p>The CaRMPAC Project is being implemented by the Asian Institute of Technology’s Regional Resource Centre for Asia and the Pacific, with support from the Regional Knowledge Centre for Marine Plastic Debris of ERIA and the ASEAN Secretariat.
<strong>About RKCMPD</strong>
The Regional Knowledge Centre for Marine Plastic Debris (RKC-MPD) was established under the Economic Research Institute for ASEAN and East Asia (ERIA) in 2019. The Knowledge Centre’s mission is to provide information and support to ASEAN+3 Member States, thereby helping them to improve the circularity of plastic and prevent leakage into marine environments.</p>
